Yes, all PRIME Members can participate in any PRIME meeting apart from the Board meeting, which is restricted to the elected members.
How do I know if I have voting rights?
If you are group I, II or III in the UPU classification you have voting rights. If you are group IV and you are a signatory to the agreements you can vote on the matters related to the specific agreement you have signed.
